The picture

When the head of 'Sikgupa,' the city's largest gang, dies unexpectedly, a chaotic power struggle ensues. Surprisingly, the top two candidates, Na Soon-tae and Dong Kang-pyo, have no interest in the position. Soon-tae is a seasoned gang member who secretly dreams of becoming a professional chef and turning a small Chinese restaurant into a national franchise, while Kang-pyo is a tough fighter who is actually obsessed with professional tango dancing. As they both try to 'offer' the leadership to each other, an undercover police officer and a rejected, power-hungry subordinate complicate the election, turning the underworld hierarchy into a hilariously unpredictable mess where everyone is chasing a dream other than the one they were born for.
